On November 24, 2025, President Trump signed EO 14363, Launching the Genesis Mission to accelerate America’s race for global dominance in the application of AI to scientific discovery and scientific challenges.
Objectives of the Genesis Mission AI Platform
EO 14363 tasks the Secretary of Energy (Secretary) with implementing the Mission within the Department of Energy (DOE) by setting priorities and ensuring that all DOE resources are integrated into a secure, unified platform.
The purpose of the Genesis Mission is to build an integrated AI platform to:
- Harness Federal scientific datasets;
- Train scientific foundation models; and
- Create AI agents to test new hypotheses, automate research workflows, and accelerate scientific breakthroughs.
This EO states that it will be achieved by combining the efforts of brilliant American scientists, national laboratories, American businesses, and world-renowned universities to accelerate AI development and use.
Building a Unified Federal AI Infrastructure
The Secretary will establish and operate the American Science and Security Platform (Platform) to serve as the infrastructure for the mission to provide:
- High-performance computing resources, including DOE national laboratory supercomputers and secure cloud-based AI computing environments;
- AI modeling and analysis frameworks;
- Computational tools, including AI-enabled predictive models, simulation models, and design optimization tools;
- Domain-specific foundation models across the range of scientific domains covered;
- Secure access to appropriate datasets, consistent with applicable law; applicable classification, privacy, and intellectual property protections; and Federal data-access and data-management standards; and
- Experimental and production tools to enable autonomous and AI-augmented experimentation and manufacturing in high-impact domains.
The Secretary of Energy was tasked to identify at least 20 science and technology challenges of national importance.
DOE Commits Initial Funding and Launches Early Collaborations
DOE announced on December 10, 2025, that it will invest over $320 million to rapidly advance the Genesis Mission’s artificial intelligence (AI) capabilities and has already begun issuing Topical Funding Opportunity Announcements.
On December 18, 2025, DOE announced agreements with 24 organizations to collaborate and advance the Genesis Mission through the use of artificial intelligence. The organizations have signed Memorandums of Understanding and expressed interest in the Genesis Mission. DOE is looking for more collaborators.
What Impact Will DOE’s Indirect Rate Cap Have on This Mission
We are concerned about the impact of DOE’s policy revision to cap indirect rates at 15% for non-profits, for-profits, and universities, and at 10% for state and local governments, on this initiative. Organizations that express interest in participating should engage DOE to determine whether the indirect rate cap will be applied to federal funds awarded under the Genesis Mission or whether the Secretary will provide an exception or waiver to this policy.
Takeaways
Several organizations have reached out to us regarding DOE’s indirect rate cap prior to submitting a proposal in response to a Funding Opportunity Announcement. The 15% indirect rate cap on indirect costs, including fringe benefits, coupled with the lack of profit on federal awards, makes getting involved with this Mission likely impossible. Fringe rates alone range from 30% to 45%. We believe DOE will have to revisit its indirect cap policy in order to engage brilliant American scientists, national laboratories, American businesses, and world-renowned universities, as required by the EO.

As interest in the Genesis Mission continues to grow, organizations considering participation should evaluate both the technical opportunity and the compliance realities that accompany DOE grant funding. Early planning around indirect rates, accounting structure, and award requirements will be critical to determining feasibility and long-term sustainability. Prior to joining Redstone Government Consulting, Lynne served in several capacities with DCAA and DCMA for over 35 years. Professional Experience Lynne began her career working with DCAA in the Honeywell Resident Office, Clearwater, FL in 1984. Lynne’s experience included various positions which involved conducting or reviewing forward proposals or rate audits, financial capability audits, progress payments, accounting and estimating systems, cost accounting standards, claims and disclosure statement reviews. She is an expert in FAR, DFARS, CAS and testified as an expert witness. Lynne assisted in drafting the commercial item guidance for DCAA Headquarters. Lynne was assigned as a Regional Technical Specialist where she provided guidance to 20 field offices on highly complex or technical issues relative to forward pricing, financial capability or progress payment issues. As an Assistant for Quality, she was involved in reviewing and ensuring audit reports were in compliance with policy and GAGAS as well as made NASBA certified presentations to the staff including but not limited to billing reviews, CAS, unallowable cost and progress payments. To enhance her experience in government contracting, Lynne accepted a position with DCMA in 2015 as part of the newly organized DCMA Cadre of Experts in the Commercial Item Group. This included performing reviews of prime contractor’s assertions and/or commercial item determinations as well as performing price analyses. Lynne was a project lead and later became a lead analyst where she engaged with the buying commands on requests and reviewed price analysis reviews performed by a team of 5 analysts. She also assisted the DCMA CPSR team relative to commercial items and co-instructed the Commercial Item Training presented to DCMA. Education Lynne earned a Bachelor of Science Degree in Accounting from the University of Central Florida.
