Overview

This one-hour webinar will discuss evolving trends applicable to prime contractor management of subcontracts. The discussion will address pre-award responsibilities as well as post-award responsibilities including DCAA and DCMA expectations of prime contractors. Not to be overlooked, developments with civilian agencies in terms of greater expectations for better (lower) subcontract pricing and documented cost management.

Learning Objectives

At the completion of this one hour webinar, participants will be able to:

  • Identify the FAR clause(s) which implicate prime contractor responsibilities for subcontractor cost or pricing data (pre-award)
  • Identify the FAR clause(s) which implicate prime contractor responsibilities for subcontracts during contract execution and close-out
  • Identify internal agency policies and instructions which specifically address prime contractor roles and responsibilities relative to subcontracts

Program Content

During the seminar, your faculty will share their knowledge of developing trends which continue to expand the risks for prime contractors in terms of pricing/cost estimating and cost recovery associated with subcontracts and subcontracting. Subcontract costs are now perceived to be an area which is ripe for price and/or cost reductions as evidenced by DOD initiatives for “Better Buying Power”. With its roots back to overseas contingency contracting (i.e. Iraq and Afghanistan), there is a government-wide expectation that real savings are interrelated with better subcontracting. In other words, demanding more from prime contractors before, during and after contract award. As with all of our webinars and training, a discussion of the challenges, the regulations juxtaposed with DCAA or DCMA expectations, and risk management for both prime contractors and subcontractors.
